Bailey Levesque

Meet Rob

Rob Levesque, P.Eng., EMBA is the Co-Founder and Chief Technology & Strategy Officer at Bishop & Royal, where he helps organizations navigate complexity with systems thinking, data-informed strategy, and pragmatic execution. Rob’s work sits at the intersection of engineering, analytics, and organizational design, shaped by more than fifteen years across enterprise software, quality engineering, product strategy, and applied research.

Rob’s current focus is data-informed strategy and governance, how evidence, incentives, and institutional design shape better decisions. He is completing a Master of Science in Business Analytics with work in forecasting, time-series analysis, and communicating quantitative insight for leadership decisions, and he completed MIT’s Architecture & Systems Engineering program in model-based systems engineering and quantitative methods in 2024. Together with his Executive MBA (Honors) and Professional Engineer (P.Eng.) designation, this gives him a strong platform for policy analysis, evaluation design, scenario planning, and systems-level architecture.

At Bishop & Royal, Rob partners with mission-driven teams across sectors on strategic foresight, systems mapping, and data research, building clear road-maps, rigorous analytic frameworks, and credible evidence for boards, executives, and public-interest decision makers. His toolkit spans Python and SQL with modern analysis and visualization practices, and his approach is collaborative, ethical, and grounded in real-world application. Rob’s interests sit squarely within technology governance, data policy, and evidence-based institutional design, the same themes that guide his consulting practice and motivate his application to doctoral study in global governance.

Outside of work, he keeps current with advances in AI and machine learning and enjoys being active and engaging in baseball, skateboarding, and surfing.

Meet Bailey

Bailey Levesque is the Co-Founder and Account Director of Bishop & Royal, where she leads work in strategy, policy, and research with a human-centred, evidence-informed approach. Trained in sociology (B.A., minor in philosophy) and addictions counselling (diploma), and with three years of frontline counselling experience, Bailey brings trauma-aware, culturally safe practices to complex organizational and community challenges. She has led a healthcare-sector non-profit foundation, served as a policy writer in the education sector, and worked extensively with First Nations communities and with First Nations funding and education organizations.

Her focus is on translating stakeholder insight and data into design-forward, presentation-ready deliverables; policy briefs, program frameworks, evaluation plans, and decision memos that make action obvious.

A confident presenter and facilitator, Bailey draws on strong business knowledge, market and stakeholder research, team leadership, and business coaching to help mission-driven organizations navigate change and align strategy with values and outcomes.

Outside of Bishop & Royal, Bailey's life is rich and varied, she's an avid reader, a puzzle enthusiast, and a culinary adventurer.
